This behavior is normal for puppies and is a sign of submission. But if older dogs display this behavior it could be a sign of stress or lack of confidence. Some dogs may simply have trouble controlling their excitement. If this is the case, you should greet your dog only briefly and make a fuss about your return in an attempt to keep your dog calm. In neither case should the dog be punished.
